What is UISC?


1. Background:


Free flow of information is one of the prerequisites for empowering the public. It is possible to make positive changes in their lives, especially through ensuring the flow of information among the disadvantaged people. The involvement of the local government organization is essential to ensure public empowerment by reaching information services among the mass population at the grassroots level. In this endeavor, steps have been taken to establish 'Union Information Services Center (UISC)' at the union level of local government department. UISC is a state-of-the-art information center (telecentre) - the purpose of which is to ensure information services at the doorstep of the grassroots people. Significant benefits to UISC include: Internet connection for communication at home and abroad at a very short time and low cost; By connecting to information super highway, access to hundreds of thousands of websites across the world, with the ability to exchange knowledge and knowledge; Information and services related to agriculture, health, education, law and human rights, employment, market, various government forms, etc. in VVO, audio, animation and text format in offline databases; There will be less cost-effective computer-based training programs and computerized commercial services, such as compositing, printing, photocopying, photo-screening and scanning.

 

 

2. Relevance


One of the main election pledges of the current government created 'Digital Bangladesh' In order to implement this commitment, it is absolutely necessary to ensure free flow of information at the grass root level, which is possible through the establishment of UISC. Besides, the UISC programs can also play a significant role in achieving the goals of the government's Right to Information Act 2008. Meanwhile, the government is committed to providing information technology services among the public as one of the key signatories of World Summit on Information Society (WSIS) Plan of Action- 2003. To achieve the goal of the government's poverty reduction program, it has been given importance to ensure free flow of information. So by 2020, every union council of the country will be able to play a groundbreaking role in the field of knowledge and to make it the center of all development activities in the area.


3. Institutional engagement:


Although UISC is an information-based information center, it has the involvement of local and national organizations for its proper implementation. Institutional engagement is mentioned below-


3.1 Role of Union Parishad:


Union Council is the main entrepreneur of UISC. Union Parishad will ensure overall supervision, management and accountability of UISC activities. However, the specific responsibilities of the Union Parishad are:

- Providing room suitable for setting up centers;

- Buying and supplying essential materials outside the entrepreneur segment;

- To purchase and supply the furniture required for setting up the center;

- Providing electricity connections, water connections and other necessary institutional facilities;

- To ensure necessary safety;

- Providing full cooperation to implement the activities of the UISC Management Committee;

- Role to provide financial and infrastructural support to the local and national levels for the development of UISC;

- Monitoring and evaluating UISC's work;

- Preparation of a fortnightly report.

 

 

 

3.2 Role of the upazila administration (focal point):


- Finalizing the selection of Union Parishad for UISC;

- To assist / achieve the necessary administrative, technical and financial assistance to develop UISC as a financially independent organization;

- Conducting coordinator role in coordinating UISC with other local government and non-government organizations;

- To purchase computers, printers, laptops and multimedia projectors in all unions;

- To create transparent ideas in the public relations and public opinion about e-service and e-governance;

- Monitoring and evaluating UISC's work;

- Meeting progress progress at least once per month.

         - Visit these centers on a fortnightly basis.

         - To send the monthly report to the district focal point in the prescribed form.


3.3 Role of the District Administration (Focal Point):


- Monitor the activities of the union and upazila focal points to implement UISC program.

- To support the Upazila Focal Point in the Union Council elections for UISC;

- To assist / achieve the necessary administrative, technical and financial assistance to develop UISC as a financially independent organization;

- Role of District Coordinator to involve UISC with other local government and non-government organizations;

- To create transparent ideas in the public relations and public opinion about e-service and e-governance;

- Implementing field level training;

- Monitoring and evaluating UISC's work;

- Meeting progress progress at least once per month.

         - Seasonal Priority visits during field visits; Priority visits.

         - Monthly report in the prescribed form to be sent to the Central Focal Point and the Prime Minister's Office.


3.4 Role of Local Government Division / NILG:

- To make policy and legal decisions for establishing UISC at the union level;

- To issue Circular in field level for setting up UISC;

Implementation of National Initiative Program;

- To provide financial and technical support for the UISC to associate donor agencies and related national and international organizations with this program;

- Providing assistance for establishing inter-governmental linkages for the proper coordination of work;

- Monitoring and evaluating UISC's work;

- Preparation of a fortnightly report.

3.5 Introduction to the Access-to-Information (A2I) Program:

- AuII will create digital databases for UISC and provide it free of charge

- Capacity building will provide technical support to the union councils and entrepreneurs' capability.


3.6 Role of Development Associates and NGOs:

- Providing project-based financial and technical support;

- To help overall implementation of the program through voluntary work and funding;


3.7 Introduction to Technical Support Organization:

- Providing assistance for skill development;

- Support for the implementation of the motivation program;

- Providing assistance to local entrepreneurs;

- Providing Technical Support for Specific Conditions for Operation and Maintenance.
4. Institutional structure:

4.1 Conditions of Union Parishad elections:

To set up UISC-

1. The most notable feature of the selection of the Union Parishad for the 1st stage is:

- New Union Parishad Complex;

- Power connection;

- Unions that have computers and printers;

- Hats and bazaars close to the union council;

- Local people meet in the Union Parishad area;

- Union Council, especially the zealous Chairman;

- Interest in managing local unemployed youth UISC etc.

 

 

2. At the second stage-

- There is no new Union Parishad Complex but old buildings are usable;

- Have electricity connection;

- Can not buy from LGSP and revenue funds without having a computer and printer;

- Union Council, especially the zealous Chairman;

- Interest in managing local unemployed youth UISC etc.


3. At the 3rd stage-

- There are steps to set up solar panels in the un-connected union;

- Can not buy from LGSP and revenue funds without having a computer and printer;

- Union Council, especially the zealous Chairman;


4.2 UISC management:

There will be a 7-9 member 'UISC Management Committee' for UISC management. The Chairman of the Union Parishad will serve as the head of the committee. The term will be for two years. The UISC Management Committee will be formed in the direct vote of UISC General Committee members. However, before the completion of a full committee, the Union Parishad members will constitute an ad-hoc committee comprising of honest, intelligent and skilled people, for a maximum of one year in the first year. At least one third of the members of the committee shall be women; There will be representation of people of different professions in the committee. The Secretary of the Union Parishad will provide necessary institutional and other assistance in carrying out the responsibilities of the committee.

UISC General Committee will be formed as follows:

1) Selected elected representatives of Union Parishads (as ex-officio);

2) All government officials / employees working on the union level (ex-officio);

3) Chiefs of all public and private educational institutions of the Union Parishad (as ex-officio);

4) The heads of Government approved professional and social organizations (as ex-officio);

5) At least 06 (six) people will be included as general members of the committee as a representative of the local people, encouraged by the UISC and in the areas acceptable to the area. Ward magazines, heads of local ward educational institutions and religious organizations (mosques, temples, churches, pagodas etc.) will be nominated by the ward representatives with regards to the discussion.


The UISC Executive Committee will be formed as follows-

1) Chairman - Chairman of Union Parishad (ex-officio)

2) Vice President - elected to the votes of ordinary members

3) General Secretary - elected by the votes of general members

4) Money importer - elected by the votes of general members

5) Social Inclusion and Publicity Secretary - elected by the votes of ordinary members

6) Office secretary - elected to the general election

7) Executive member (three) - elected to the vote of ordinary members

4.3 Responsibilities of the Management Committee:

The UISC Management Committee will perform the overall responsibility of the UISC. The specific responsibilities of this committee are:

- Local entrepreneur selection;

- Buying and collecting UISC materials;

- Providing necessary administrative and other assistance to the entrepreneur for establishing and maintaining UISC materials;

- To provide comprehensive support to the implementation of the motivation program to create wider interest in information services among the people of the area;

- Providing full support to the entrepreneurs of the UISC's income-performance calculation and repotting procedures;

- Organizing at least one meeting every month to review the activities of the UISC;

- Organizing and approving UISC's income-expense accounts and full report in the general meeting by organizing biennial general assembly.


4.4 Local entrepreneur:

Minimum sense of computer usage is to select entrepreneurs from among the educated youth of the area. However, the priority of women and unemployed youth is to give priority. The 'UISC Management Committee' will choose candidates for the specific policy. Employees appointed to manage UISC will not be recruited to the union council. They will provide a part of the total cost of establishing a UISC. In return, they will accept the income received from the UISC for the next three years of setting up the UISC. After three years, the union parishad will decide on the income distribution expenditure policy, considering the mutual interests of the entrepreneurs and the Union Parishad.

4.5 Local entrepreneur selection criteria:

- Local entrepreneur (educated unemployed youth) - who has the capability and interest to invest 20,000-50,000 or more;

- Who is zealous, hardworking and organizer;

- Interest and expertise to manage the motivation programs needed to make the people of the area interested in information services;

- Those who are living in the area;

- is not accused of moral impairment or discipline;

- Who has basic ideas or interests in computer management and information technology;

- With the help of its Union Parishad, there is an interest to work with local people for information services.

 

 

4.6 The responsibility and duties of local entrepreneurs

- UISC is open to the public at the time of day, subject to the approval of the UCC Management Committee;

- Providing information services to the public;

- establishing and maintaining UISC materials;

Implement various incentive programs to create widespread interest in information services among the people of the area;

- To complete UISC's income-related accounts and reporting properly;

- Providing necessary information according to the demand of the committee at the monthly / biennial or other meetings of the UISC Management Committee.


5. Infrastructure:

UISC will be set up in an appropriate cell in the union council. Union Parishad will provide the necessary administrative support for the overall security of the center and the operation of the center.

6. Materials:

In order to ensure improved information services in the area, a UISC will require multiple computers and related materials, which can be set up gradually. However a computer with a minimum stabilizer, a black screen printer, a color printer, a modem for connecting online, a scanner, and a digital camera can be started initially by a UISC. In the initial stage, it may require a total of 100,000 (one lakh) rupees for this purpose. But for the full UISC management, the following materials are needed -

· 2 computers with stabilizer

· 1 laser printer

· 1 color printer

· 1 modem

· 1 Scanner Machine

· 1 digital camera

· 1 webcam

· 1 multimedia projector with large screen

· 1 Generator

Upgrading to a UISC based on local needs may be less than that.


7. Skill development activities:

UISC will provide necessary training to entrepreneurs operating. This training program will be organized centrally and locally (when applicable). Apart from this, Orientation Workshops will be organized from time to time to give an overall idea about the program to the members of the Union Parishad Chairman, Upazila Nirbahi Officer, District Focal Point and the members of various committees concerned with the implementation of the program.



8. Incentive activities:

Various incentive programs will be taken to encourage the mass population to receive information services from UISC. The program will be implemented at the local and national levels. Important national programs will include: TV and radio programs, newspaper reports and features, seminars, workshops etc. In the local level, the main activities of the entrepreneur and Union Parishad are to jointly organize private communication, gathering, rally, miking, exhibition of hats, leaflets, posters, stickers, organizing various competitions at school and college level etc. The district and district focal points will play an active role in this regard.

UISC Information Services List

Information services in UISC will be available in two ways - offline and online. These database information and services will be arranged in animation, video, audio and text in these four formats.

· Information on the internet (online): There will be internet connectivity in UISC through which any person in the union will be able to connect with the whole world. It is possible to find any information available from local and foreign websites as per the requirement.


· Offline databases: There will be a huge database outside the Internet at UISC. These offline databases will have many useful information related services; Such as agriculture, health, education, law and human rights, employment, market, various government forms, etc.


· Commercial services (1): UISC offers commercial services at affordable prices; For example - sending emails, browsing the Internet, composing computers, printing, phototrol, scanning, multimedia projectors, etc.


· Business Services (2): UISC offers computer training at affordable prices and various skill training programs. Efficient training will be done on easy and affordable basis and using local technology on different income generating initiatives; For example, making various food items, making various industrial materials (eg candles), tailoring, repair of electrical materials, organic fertilizer production etc.


Counseling services: The Union Council will ensure that regular counseling services are available from UISC so that government officials (such as agriculture, health etc.) are available. Counseling services will include advice on soil testing, fertilizers, pesticides, fish farming, health, land registration, law etc. The non-governmental organizations (NGOs) who work on the union, will also provide consulting services in the same way.


The value of information and services

UISC will provide all the information of offline databases free of cost. However, if you want to print any offline information and service in the form of text, then you will have to pay the price fixed by the UISC. All the information and services offered online will be collected and paid. All commercial services will be collected and paid by the UISC. However, consultation services of government and non-government officials will be available free of charge.
